Personnally, I have some issues to imagine Red Hair Pirates having higher bounties than Beasts Pirates, given RHP are more peaceful. Even their Captain is lower than Big Mom.

The only one who can have a high bounty is Ben Beckmann because he got hyped in his vivre card and in the manga.

So Ben Beckmann might have something like in the 2 billions (maybe even scratch the 3 billions bar) and Roo and Yasopp might just have between 1.2 and 1.3 billions.

With the other officers having more than Who's Who.

With that, they have indeed a high average bounties.

Probably the top three officers will have over 1.5b, with beckaman probably over 2b, but as someone have said, make no sense for them to have higher bounties than the Beast Pirates, as the BP clearly were the Emperor crew that did more damange overall.

But why would Roo have a higher bounty than King if he’s not also stronger than King? Bounty is based on overall threat level, with strength being just one of the factors. However, Lucky Roo has nothing going for him besides his strength (he’s not a mass murderer, he can’t read Poneglyphs, he’s not a captain, etc), so if his bounty is higher it has to be because his superior strength makes him the greater threat
