Powers & Abilities Will Marco and King be the only "1yc" not good enough to be conquerors?

How do you know how much bounty Marine Hunter Mihawk had before being Shichibukai? 12 years ago ''pacifist'' Shanks had 1 billion how much Marine Hunter should get? If you zkkfans think Mihawk is a top tier, then a top tier being a ''Marine Hunter'' should give him Pirate King worthy bounty. Marine Hunter is the most dangerous pirate for the government and Marines, yet he only got 3.6 billion maximum despite joining Cross Guild. Without his past as Marine Hunter, he would be lower than 2 billion.
Honestly, the more I keep thinking about it, the more I think that Shiryu should have CoC.
The chance of Beckman having CoC is pretty high and Beckman will be Shiryu's future hypetool so Shiryu having CoC is possible.
I think everybody on the list will have CoC. But yeah, Marco and King will be the only First Mates that won't have CoC.

Will marco and king be the only "1yc" that have too little strength, ambition, will power, charisma, etc. to be conquerors?
Why other "1yc" should have conquerors:
- Benn beckman- is shanks's rayleigh or zoro
- Shiryu- future zoro fight and him having similar ambition to be considered king of hell would be pretty cool. 2nd division captain like ace and oden who were both conquerors
- Kuzan- was an admiral
- Mihawk- wss and zoro's goal
- Crocodile- his relationship with mihawk with them seeing eachother as equals. Along with his amazing leadership. Doflamingo has conquerors too which might help his chances
To be fair to whitebeard and kaido tho marco and king were never supposed to be that guy
Whitebeard first had oden then eventually ace who were both conquerors with tons of potential. Marco was just there when they weren't. Blackbeard is more likely than not also a conqueror.
Kaido had yamato who he couldn't fully control like he wanted to but he still kept trying nonetheless. Yamato basically being the "ace" card for the beast pirates along with obvious oden stuff. Even joker had conquerors tho he wasn't really a beast pirate either
At this point it is meaningless to just have CoC unless it is someone pretty young. What matters is ACoC. You can be better and stronger than someone without having conquerors. Look at Law and Kidd. CoC just means that you had the potential and the ones who have not achieved it are just losers like Kid, Doffy, Kata, Hancock etc.
