Akainu has been consistently portrayed as a villain since his introduction. His fanboys really need to get over their “just following orders, ends justify the means“ fascist military boner. Akainu is the ultimate form of dickhead Marines like Morgan, who have been villains since the first proper arc.
What little we have of Ryokugyu is sheer villainy. He’s a violent Akainu fanboy with some deranged world views about people not having any human rights.
Kizaru was portrayed as a villain in Saobody. He went there and tried to kill the Strawhats for punching Charlos, one of the worst people in the manga. He’s also been villainous so far in Egghead, being Saturn‘s (who is pure evil) main muscle and trying to kill all the people he loves. He’s been more interesting this arc because of his internal conflict in what he’s doing, but that conflict doesn’t stop him being a villain.
There’s a world of difference between these guys and Kuzan (more morally grey given he continually let the Strawhats and particularly Robin escape, but is doing some very bad things) and Fujitora (whose just a good guy really).

Sakazuki is literally called Red ''Dog'' (some clowns didn't even know this) and he killed innocent civilians and children in Ohara while they were on evacuation ship. Funny how some clowns trying to act like as if Teach knew Bonney was a child when he clearly didn't know since he calls her ''woman'' and then they slander him as pedo then they ignore Red Dog killing children in Ohara which is a confirmed thing, you can't argue there was no children in this ship:

Red dog killed children in Ohara, if that doesn't make him a villain not sure what would.
Red Dog is more evil than Teach, thats why Aokiji literally fought his ''Marine friend'', first time in history 2 Admirals fought, Aokiji has gone that far because how evil Red Dog is, then become a pirate underling to Teach.

Teach could literally deliver Ace's corpse if he wanted. Luffy was wounded while being unconscious, and Teach's underling Aokiji gave Red Dog wounds too and took half of his right ear. WB was going to die in MF either way after Squardo, Teach delivered the final blow.
Red dog didn't make fun of pirates general, he made fun of WB pirates based on assuming WB wanted to find Laugh Tale but couldn't, that only proves how dumb celestial underling Red Dog is.
Sakazuki is a classic example of a prideful, dogmatic character frustrated by the various bureaucracies and protocols imposed on him as Fleet Admiral. He is blinded by the absolute justice philosophy to such a point that any criticisms towards it are seen as personal insults because he views both the Marines and Justice as extensions of himself. It's easy to think of Akainu as someone who simply takes orders like a programmed underling, but that's a misrepresentation. This guy legitimately believes in his own justice and will stop at nothing to enforce it. All this authority he now holds, and he can't even use it to its fullest potential. It's a huge contradiction and reality check that serves as a regular, bitter reminder for him.
That being said, there are a few interesting directions Oda can take with the Red Dog, though none of them should "redeem" any of his previous actions. You can call him an antagonist, a villain, and a ruthless bastard, but there's a deeper problem. The issue is that he's good at making defensible justifications for the wrong actions. Without knowing his childhood or bits of backstory, it's very easy to continue this villain argument or assume that he'll remain as such. I'm not trying to exonerate his actions whatsoever, but that some context can help us understand why he turned out this way.
Now, does this mean in the final war that Akainu will suddenly go a complete 180 and side with pirates in the aftermath of a Luffy, Sabo, Dragon, or any other popular agenda-based matchup? Absolutely not. In my opinion, that would be disappointing and a huge waste of his character. He spent too much time and energy working his way up to the current position to throw it all away on that basis. It's also been clear throughout the series that he's at odds with the WG but can do little other than grovel and carry on with his duties. Therefore, only the most heinous of events going directly against his beliefs can push the volcano into a Mt. Tambora-level eruption. I think in the end, he's got the greatest potential to start his own faction. Maybe try to make the Marines independent of direct WG control? Rather than just remaining a bitter old dog to the end who can't learn new tricks or accept shortcomings.
Here are some factors that may play into Sakazuki seriously considering a coup or causing a great split within the Marines:
-> Learning about the existence of Imu and thereby being exposed to whatever the true nature of the WG is.
-> Finding out that Shanks met with the Gorosei, making him even more pissed off.
-> Any event or information that exposes more corruption from his superiors and conflicts with his justice/interests.
-> Continuing to be bullshitted by burdensome subordinates like Fujitora AKA stress that's going to eliminate his hairline.
-> Perhaps whatever leads in the aftermath of the Egghead incident?
Just my two cents. As for Aramaki...he's got some issues to work out.
It depends on where you draw the line, otherwise just about everyone is evil. Vasco Shot is out raping people because of Luffy’s actions, for example.
Issho too would be evil for letting Doflamingo terrorize the citizens of Dressrosa instead of putting a stop to it himself…or chilling eating food while slaves were being forced to work to while starving nearby.
Fujitora & Greenbull are both from Wano & are Revolutionarie spies, connected through Zoros Sensei. We see shimotsuki flag on one of Revolutionaries flags. Greenbull was testing wano samurai because now that Kaido is gone, they would have invaders from outside, as to prepare them for how the world works basically it was an acting job.
Fujitora would not be so close to Greenbull if he was really believing in what he said.
