Because zoro didn't actually do shit. He faced yonkos who weren't serious and failed to do any significant damage. Sure he reacted to a few attacks and landed a couple. But the yonkos weren't serious until the groups split up.

Zoro got downgraded to fighting a commander where he belongs and achieved the same feats as sanji. Hence the bounty. It's not hard

Sanji got to laugh at Zoro by having higher bounty during Wano arc.

So Oda is now making it flip. Having bounty below Zoro wasn't enough for that, because that was always the case and the norm. So Oda flipped by having Sanji's bounty below Jinbe as well, so he gets to be made fun of with number 4 gag.

Then there is the whole Chopper gag where he gets 10 beli as pet lmao. But this is something that has grown on me, so I don't mind lol.

But really, though, bounties are not usually matching that IMO they should be.

Luffy throughout had inflated bounties, but then suddenly he gets 3 billion only for being a yonko and taking down Kaido. Maybe Luffy's bounty is being put under the radar by govt on purpose, due to the Nika DF, IDK.
A more accurate representation IMO, considering power level, actions, influence etc would be:
- Luffy 3.5 billion (4.5 if awakened Nika is taken into account)
- Kid/Law 2 billion
- Zoro 1.8 billion
- Sanji 1.4 billion
- Killer 1.2 billion
- Jinbe 1.1 billion
rest are the same.
