Big Mom took out 1 Tobi Roppo and then extremely weakened 1 Tobi Roppo more for SH pirates. And Sulong Inuarashi took a Calamity for SH Pirates. SH Pirates are already weaker than Beast Pirates even with Zolo and Sanji.

Luffy still has the SHP Grand Fleet. The Marine also know he has brotherly relationship with the 2nd in command of the revo, not to say they already know he is the son of Dragon. Wano will also probably be viewed as an ally, on top of this Marco. Then the fake news of Luffy's notoriety on the WCI incident in which it was said he roped together Germa, Sun Pirates, and the FireTank Pirates on the spot. Not saying the crew gets any stronger without Sanji and especially Zoro, but imo Luffy would still be viewed as a Yonko due to his influence, allies and possible allies.

SHs will still be a Yonko crew because of Luffy but without powerhouses like Zoro and Sanji, the cost is heavy.
