I think there are arguments to be made for both sides of the argument, I'm leaning towards yes because I think you need ACoC to be considered a top tier but then again, his DF mastery might make up for his lack of ACoC.

Yeah I think Oda will probably not let an epic CoC clash not unfold and will presumably portray it but of course I also expect Luffy to festure the best CoC.

Unless perhaps this will only happen with Im sama, but I mean I don't know. Plus even against Akainu that will probably come into place.

Yes he is imo, he has CoC Coat as well, due to him being CoC specialist as well like other Emperors. But his DF mastery is, as overkill as it may seem, far more superior than his CoC mastery. Which is why BB will be the strongest Emperor of all time.

He should have it for the cloud splitting with Luffy but the coating part seems pointless on both Gura and Yami abilities.

Im inclined towards BB having CoC (primarily for his clash with luffy ig) but adv coc doesnt seem likely as has two of the strongest dfs (awakened by the time he and luffy go toe to toe).
