Technically they are the ones hyped as legends, so logic says that they should be the strongest giants.
But it’s possible that oda forces some giant in the story similar to oden. Oden was a last minute addition so same can happen here

Yeah but I wouldn’t compare Elbaf to Wano too much. Elbaf feels more like a country odas had planned since the beginning. I doubt he’ll add too much random shit to it.

Wano was also planned for a long time tho, for more than a decade almost. Granted elbaf lore has existed for longer time.
Also there is still the open plotline for Ancient Giants like Oars. So i don't think we should discard the possibility of some strong top tier giant that could be connected to Ancient Giants

I don’t think it was planned as long as Elbaf was. The first mention of wano was thriller bark. The last main island before the timeskip.

Elbaf was well before that back during the first saga in the grand line then again in Ennies lobby.

DR : Kyros ~ upper-mid tier
King Ruka ~ mid tier

Zou : Sulong Dukes ~ high high tirs
Sulong Pedro ~ top Vet/low high tier
Sulong Guardians ~ low vets

Wano :
Oden ~ top tier
Prime Hyo/ Prime Yasu /Ushimaru : top high tiers (hyou could be inbetweener)
Samurai retainers: high tiers + vets

Elbaf : the strongest giant ~ top tier

Ask Oda why the ten times stronger FI turned out to be fodders. At least It doesn't seem he dropped the ball with the Giants.
Still, before EH most of the people had Dory and Brogi lower than Ulti probably lol.
