There are probably multiple tribes of giants at war with each other in "Warland", which I assume is due to their religion under God Elbaf. My guess is the resolution for the arc will be Luffy unifying the nation of Elbaf after taking care of whatever instigator (be it "God Elbaf" or something else). At that point Luffy will have his biggest ally in the final war I assume.
Speculations Will their be Admiral/Yonkou level Giant on Elbalf?

They were Kaido just killed Oden and sccabards were Commander level.
Literally someone that strong was on Wano which was Pfen who got killed because he an idiot who danced for 5 years instead of gathering everybody and going to fight Kaido. Elbalf hasn't been taking over by anybody and the WG was scared of them in mother Carmel Flashback and BM couldn't make them allies by force

Anyway, I'm half expecting Elbaf will be a davy back fight with the Red Hair Pirates with the Road Poneglyphs at stake - any other plotlines will be somewhat secondary, so I don't see the need for a top tier local.

Regardless of race, its the one thing I can see Oda absolutely doing (making Elbaf's god a physical character), since every other proclaimed "god" in this story (Enel, Celestial Dragons, Nika) are not spiritual in nature but physical beings.
