that won't happen since villains are used as stepping stones at least in one piece for protagonists to ascend..
the only case where i see this happening is when the antagonist and the protagonist have a profound relationship and have a pivotal role to play in the story.. like Sasuke in naruto..but sharingan is a different concept..
but yea if that pivotal antagonist and his ideals are known and he strives to out do and ascend in power.. what you said can be accomplish but there doesn't seem to be that sorta protagonist here.. in OP.. . Just like i said in one piece its about ascending the barriers and obstacles while ascending yourself as well.

but is this phenomena necessary or crucial for ragtag villains with set and locked characteristics when introduced and are narcissistic so they seem condescending to someone who isn't on their level or known? ..you have the examples of Katakuri doffy.. Crocky or any other villan in OP with that sorta superiority complex... i say no you don't since none of the introduced villains have that characteristic of someone who wants to ascend levels.. some are introduced with a problem that then is influenced by our Monkey D Protagonist and hence they grow in a moral manner like katakuri.. some are just condescending and get whooped by Luffy anyway.. but the point to their character is their philosophy like against doffy.. some are just the primary reason for the side protagonists problem like Crocky who was a problme to Vivi the side protagonist.
other villan follow suit.. and yes they can be introduced as a Conglomerate of resons above which they are.
but you don't see an antagonist thats introduced early on ( since that would make the blooming moment more profound and less pointless or redundant) that then develop to converge with the protagonist potentially in the near future for whatever reason. compared to Coby, Hisoka is bloodlusted kind of person and not hestitated to kill the protagonist, and Coby is just a mere cheerleader who want to be noticed by his senpai, still not a villain lmao.
Oda won't bother to show how exactly BB is progressing through blooming his haki in a direct battle on panel. Luffy maxing out the three type of haki will only hype him even farther. We'll see when two of them facing each other, yeah BB will already that strong. Even Luffy will probably the one who still powering up ( awakening ) in this fight .
