Powers & Abilities Will weaker characters like Sanji unlocking ACoC devalue ACoC?

That's where you're wrong.
He got Exoskeleton instead of Haki improvement. You saw how heavily focussed Liffy and Zoro fights were for Haki.
For example , Garp Power is like his raw strength + Haki.
Supreme grade + Haki = better result.
Toughness matters that's what increased his AP. And that's still no where near Zoro Ryou on rooftop.
AdCoO is possible.
But do you really see sanji getting CoC? He's completely auraless in front of CoC users and their ambitions.

I don't remember the last time when Ztards were right about anything related to sanji or one piece in general. After being wrong so many times, I thought you guys would be more humble. If I was a Zorotards any opinion I have about Sanji or the series, I would think the opposite will happen and that will be closer to the truth. I hope that helps.

Majority of the admirals are CoC less.
Also I'm skeptical if he's even going to beat any of Gorosei. I'm wasn't on train on who sanji was ever gonna fight.
But gorosei .... none of them fits the bill for Sanji.

Imo no it just seems like a hard ability to unlock. There's no set standards for it. Sanji will be reaching to tier and him having coc and adcoc isn't out of the question. If your coc is weak your adcoc will be weaker to. Adcoc is just a great offensive and defensive ability. I don't think oda will be giving to anyone but top tiers but if someone weaker has it that doesn't devalue the ability. It'd be like saying awakening devalue df since a low df wouldn't be as impressive as the strongest df awakenings. Awakenings are still great abilities even if some won't be that impressive.
EOS Sanji is a top tier who will beat an Admiral and maybe someone stronger, so him having ACoC doesn’t devalue it. It is of no value except icing on the cake as a future PK wing
If anything Luffy acquiring it so early then getting his ass beat 2 more times by a “having fun” Kaido is more embarrassing. Brought great shame to “Handful of the strongest” moniker when he got his ass low-diffed by Pizzaru
