Sanji just wanted to be loyal to the one who rescues him instead chasing his dream at that time , and he did the same in WCI but that doesn't mean that he is weaker than Zoro , Oda always gave them comparable feats , opponents , power ups , and even comparable women who seem to be in love with them

he has a reason for that , he could chase but he would have to abandon someone who lost his leg because of him . being loyal doens't mean you have a weak will power

No one beside Oden and right now Zoro are able to use this sword.
