I voted Zoro ~ Roger but honestly it's entirely possible that Zoro becomes stronger. Zoro will be the strongest swordsman of all times and if Roger is considered one by Oda himself then it's kind of hard to deny.

C'mon its not rocket science. If you use a sword, zoro will be better than you. If you are a pirate, luffy will be better than you. You guys are way over complicating shonen. " I will be the pirate king" and " I will be the greatest SWORDSMAN" are meant to be taken at face value. OFc, it's all encompassing too -- including all dead and alive characters.
