Mihawk is famous around the world. Beating him means way more than fake Shanks.
All higher ups in the World Government know Shamrock and they are the ones who matter in that regard.
News of his defeat is supposed to reach them, because they are located in the "heavens".
Dragon and other Revolutionaries probably know him also.
Idk if the halls of Mariejois would cry about Zoro beating Mihawk as much as they would cry about Zoro beating Shamrock...

Beating a significant member of the World Government will help achieve that part.
