Sure.
But its a matter of personal choice here.
Even if what you have mentioned was true , I would Still place Doffy above Law.

I prefer psychopathic Villains. Law lacks that trait for me.

He is definitely a better villain than Katakuri/LinLin and Kaidou. His character is very fleshed out , and so is his past and valid enough reasons to be villain.

Wouldn’t disagree. His history and ironic juxtaposition at being born as one of the most evil CD into one of the most benevolent CD families Donquixote is pretty cool
