WB Pirates attacked Marines + Shichibukai
They know who they are up against & they know who are their best Men
So Marco obviously have no choice but to call for Strongest one available to help Luffy in such situation

If WB Pirates were attacking RHP + Roger Pirates ofc you will see Commanders going to fight Rayleigh & Shanks & Roger ... etc
Or you think WB gonna handle all Three by himself? Be realistic please
