I like to think that Crocodile and his troupe before the events of Alabasta had their Haki sealed, just like in Naruto/HxH there are individuals with the ability to seal energy, the same can happen in One Piece. It would be a good explanation for why he lost to Luffy.

Crocodile gave up being Pirate King after he lost to Newgate, I don't think that's a king's ambition. I don't think he has, but I wouldn't think it's absurd to have.

Basic CoC is ok since it's pretty much irrelevant. If he has CoC then unlock advCoC like Zoro then that's a problem

So he didn't have it. Shanks had a rough way to show CoC since chapter 1, zero excuse there, and I will not make excuses for Oda's fuck ups. He either got it suring timeskip, or always had it but didn't awaken it until impel down where he had to survive being in level 6.
