In WCI, Luffy stole BM’s poneglyph and beat Katakuri. He got a 1.5 billion berry bounty and was called “5th emperor”.

This was a major milestone. Luffy was no longer a rookie but a “big shot”, kinda what Kid and Law are at the moment.

Then in Wano, Luffy reached another big milestone. He beat a yonko, got Kaido’s poneglyph, and became a full fledged emperor.

Now with Elbaf, you have the burned man and the 4th poneglyph. What milestone would that be? Given how 4 poneglyphs gets you to laugh tale, this milestone has to be pirate king.

By beating the burned man and getting the 4th poneglyph, Luffy will become pirate king. Therefore, the burned man has to be a PK tier character. With WB dead and Shiki used in a movie, there’s only one more of Roger’s rivals Luffy could face: Xebec.

After beating Xebec, getting the 4th poneglyph, Luffy will become PK. He will then move on to the final milestone: King of the World. Here he will fight Imu and/or Teach for this title.

How many rounds , how many ass pulls , how much of food , how much extra help , how much other people fighting for his sake , how much of plot armour has to be kicked in for Current luffy to beat someone who garp and roger both had the get together to put someone down.

1. Sure, the Burned Man can be Rocks, his clone, whatever.
2. Doesnt mean he's PK level. The 4th RP doesnt mean Luffy is Pirate King. Not until he actually gets to Laugh tale.

I feel like he must’ve been older. If he had an entire era 18 years before Roger became pirate king, he must’ve been pretty old during god valley.
