Vivi is a honorary SHP, who as of yet has not fully joined as an active member.
What I see is that the current Egghead arc will be a Lucci centric one, since he has gotten so much focus and has deep ties to Shaka. Shaka and him are related by blood, since the Satellite just acts like him. I hope Oda will reveal his face in the next few chapters (Chopper is already on his way down to the basement, where Shaka is lying with his face injured. I can well see our rendeer taking off said helmet to examine the wounds and finding Luccis face staring back at him. I wonder what Robin will say then.
Luffy will accept another SHP since the post of said SHP has already been needed since long and even Jinbe mentioned the need for it back in Wano in chapter 979 stating: "You folks are as lively as ever. But when everyone is worked up about fighting , the key will be having someone who can calmly observe the state of the battle." Lucci is already doing so and helping Luffy and Zolo decide in their fight against the Seraphim. He is currently paired up with Luffy and the last statement was: "Use your pathetic brain Strawhat." INdicating that he will help Luffy further strategizing in this fight.
And regarding his DF-number: What is left is 2 and 9. Those numbers fit perfectly with Luccis "NEKO" DF because two and nine are pronounced "ne-ko".
Haven't you powerescalers once told that the addition of Aokiji destroys the whole BBP vs SHP thing, because now the SHP need another power house? Here you have him. Btw: Lucci and Lafitte have so many things in common and things that are the exect opposite within the other:
Laffitte:
- Was a former police officer
- Is cruel/violent towards innocent people overstepping rules
- Used excessive brutality against innocents back when he was an officer on duty
- Wanted to kill Pizzaro when he disrespected BB and said he wanted to become captain
- Is stealthy
- Has manners, is polite and comes off as rather sophisticated
- Is very intelligent and assesses a situation before taking action
- Is oftentimes seen smiling
- Comes around as rather underhanded (chapter 1081 when he whispers to BB, if they should steal Aokiji’s fruit)

- Was a former police officer in CP9/0
- wants to help innocent people be freed of pirates (he hates pirates)
- used excessive brutality against pirates (seen when fighting the candy pirates during the cover story)
- is stealthy
- Has manners, is polite and comes off as rather sophisticated
- Is very intelligent and assesses a situation before taking action
- is never seen smiling
- is seen to behave rather honest
