Yes, but "MC loses multiple times and then beats the villain" is a thing with Crocodile, Enel, Rob Lucci, Doflamingo. Maybe even more.
Despite having the power-up already with Doflamingo he still managed to run around instead of flying to the palace and one-punching Doflamingo. This would have been weirdly satisfying

There's nothing in any of the main Roger pirates behaviors to this day that suggests they're would be kidnappers.
The crews are on friendly terms clearly based on the whole of the interaction.
He said he went there to "win" Shakky from them which could mean any number of things.
Painting Roger as an actual attempted or contemplating kidnapper is fucking retarded and not worth discussion.

Rocks had a goal, and if he didn't, it wouldn't matter. The guy is a pirate; he lives to have fun! Sometimes they have to put aside their shonen and powerscaling mentality and just have fun. That's the goal of Oda, a Laugh Tale.
God Valley is not ruined, the world changing events will happen, only some of the participants are there to rescue a comrade and someone they love, they never expected that this would be a turning point in history.
