Young Kanmei being the reason for a 6GG (The one being described as having the most brute strength out of the 6GG) getting decimated is enough justification for him being at least Great General level, or even higher.
Characters such as Gaimou and Manu have large physical statures with physical strength and combat abilities to match, and Ou Kotsu should have been comparable to those guys.
