One thing I don't like is how not many discuss about it, but on the other hand there are many elements that indicate how Mihawk is arguably more potent than Shanks.

Newgate's rival died twenty years before he did. When Newgate died no one claimed it. Kaido doesn't have a rival, if Luffy beats him the possibility of obtaining the title is coincidental at best. Mihawk had Shanks, and now that he has Zoro (if only because he has Zoro, even) he's content with not having Shanks.
You say WSS is kinda bad but it's the only relevant "strongest" title in the series. The idea that there should be a bunch of people with this goal is a common fan wish but has nothing to do with the story.

Many are racing for PK because it means a shitload of treasure and the most coveted prize, One Piece. There's nothing you really get for being WSS except for the honor of being strongest with a sword in and of itself.
So one title has a bunch of money and fame where the other one doesn't. Sounds like it makes sense why one is popular and the other isn't?

It's important as it relates to Zoro's character but it doesn't have much relevance outside of that
Mihawk is the WSS and nothing can change that. He is stronger than people like Shanks and Fujitora. He's the only one currently alive with an official world strongest title. The fact we don't have a new WSM title makes him a contender for that title.
Some don't understand that if Kaido was the WSM Oda would have made it official but he can't since we have characters growing stronger. Even Mihawk said he would stay at the top until Zoro is ready to face him.
Alot shit on the WSS title because it's connected to Zoro. The haters can't stand for Zoro to be strong and impressive. That has been true for anything connected to Zoro.
ACoC was one of the greatest and strongest power in the manga until Zoro obtained. Now, somehow isn't impressive nor a strong feat.
When Zoro cut Pica's mountain size golem in to pieces it wasn't impressive because it was just stone. When Law techniques failed to beat Big Mom but destroyed stone/rock now destroying rock/stone is one of the greatest and strongest feats in the manga.
My theory is Yonkou Shanks and Mihawk dueled, Mihawk won and got "World's Strongest Swordsman" title by default,aw it as a shallow victory because Shanks had one arm, and ceased any further duels.
