Luffy and Blackbeard both share the same theme, Unbalance, which is chaos and havoc. Luffy brings destruction to the evil sides, Blackbeard brings destruction to everyone.
Imu considered these two to be the biggest threat mainly because they can destroy the entire balance. that's why Shanks ( who represents Order ) is trying to eliminate the bad seed ( Teach ), and support the good seed ( Luffy ). i agree that they are both free in the sense of doing what they want.

Both have freedom theme equally important. Difference lies in their perspectives.
For Luffy, freedom means to be freest man in the world that's why he want to be PK in a way. He believes in freedom of choice and will.
For dragon, freedom concept is a bit broader (which Luffy will embark upon after becoming pk but seeds are getting planted ) and it come with equality and justice that is not getting discriminated or dictated by the government in power and having your own say in society, governance and life. It's kind of laying seed of democratic framework
