There is no character too dangerous to be left alive. We are at the point where the Straw Hats are about to be one of, if not the most powerful crew on the Seas. He just needs to be out of the picture long enough for Luffy to get to the point where Kaido won't recklessly make a move against him like with Blackbeard, Shanks, and Big Mom, and Luffy is not that far off.
Kaido spent decades building up his crew before making a play for the throne, because he knew the dangers of other Yonko crews. How will he be too dangerous, now that he's completely crewless?
And is that what EoS is meant to look like? The Straw Hats being the most dominant force, in a sea of no competition? Would be an absolute terrible move on Odas part if he did that.
Anyone who ever dreamed of being the Pirate King, should be around to witness Luffy's rise to the throne, as that's been Oda angle since day one. He doesn't have the Straw Hats kill characters off. He simply has them crush their dreams.

If this was any other series, that would be the case. But in One Piece, having your will broken, is as good as death. Characters like Teach, Kaido, and Akainu are all much older. In the case of Teach and Kaido, it took them decades to reach the point they are at. There would be no other chances for them, when the Straw Hats are all still young, and will only grow immensely stronger, while those two will decline. Rebuilding their crews and trying to conqueror territories ain't happening as long as Luffy is the Pirate King.
In the case of Akainu, once the Marines are taken out, and revamped, he's got nobody, unless he decides to become a pirate himself, and if so, he suffers from the same fate of not enough time. And the chances of him going that route is practically zero, because he hates Pirates with a passion.
And not for nothing, there will be plenty of dangerous pirates around come Epilogue, and years thereafter. Only solution here is for Oda to just straight up kill every evil pirate there is, which is 99.9 percent of the Pirates. The outliers of "good" pirates are few and far between.

DF enhances physical abilities. Kaku Doriki increased after consuming the DF.
Its not enhanced when they don't use their DF forms. Lucci is in DF form in the page that you posted.

Jabra only said he would have DF power not that his doriki would increase in Animal/Hybrid form.
As even YOU said doriki only measures physical ability so doesn't matter if it is on human form, hybrid or animal. Someone's doriki doesn't change by that.
Jabra said that his DF would give him advantage because their doriki is close. But once Kaku got his DF as Lucci explained his physical abilities were enhances so Jabra even using his DF wouldn't catch Kaku human form because his doriki was already enhanced by the DF.
During the whole series Zoans DF are being told to do that. Enhance someones physical abilities. Better endurance, durability, regeneration, strength. Oda even retconned Luffy's DF from Paramecia into Zoan to make it sense all his endurance, durability and regeneration feats all over the serie.

Jabra never said it that douriki is for powers without DF power. He said it is for physical abilities. And Zoan DF enhances physical abilities. What it doesn't take account is animal/hybrid form or special abilities like Marco's healing ones.
