He couldn't use base haki against Enel, having the basic concept of breath of all things, isn't the same as knowing barrier ryuo properly.

Dude had haki all through pre timeskip but magically forgot how to use it against a Logia

Tatsumaki is weaker than Onigiri and it had dragon Kaido spitting blood, Killer can do internal damage and I believe he also made Kaido spit blood, you either skipped some chapters or Lanji's inability to scratch Queen, the same guy that got one slapped by BM really impressed you.
