They're equals, yes, but not "perfect" equals. You can see it in the characters that parallel them.
Rayleigh is named after Silver which is better than Copper (which Gaban is named after)
King has a very slightly higher bounty than Queen, and the King card is usually superior to the Queen card.

They are equally strong if they are true to the character nature they are. But if bloodlusted and completely ignoring their character values Sanji claps zoro ez. sanji is faster,stronger ,more durable , has better IQ and also if he uses both hands as well then that's a wrap. while zoro does have haki and magic sword advantage for himself they are not enough. But Sanji won't be Sanji if he uses hands. So he would stay equal to zoro while nerfing himself
