Actually it literally does matter because Franky was fighting Luffy equally until G2 and Bleno was doing dent unil Gear 2. Jack has never neg diff anyone on Zoro level. He couldn't neg doff cat and the dog in base.

Jack nearly wiped out the Minks, spending most of the time in base/mammoth (hybrid is the strongest form for most Zoans) - of course he'd "neg doff" a cat and dog

The Veteran scarbards (Minks, Ashura Denijiro and Kawa) are all around his level. Somewhere between yc3 and yc4. Anyone in that group would need a powerup plus extreme diff fight to beat the likes of Jack and Cracker. With the powerup of enma though he could be slightly higher. Kin, Kanjuro and Raizo are too weak. They never got time develop since they basically jumped 20yrs into the future. I see them around people like Brook and Franky but with the edge due to Haki mastery.

Anyway, Zoro is definitely not stronger than Inu, Neko, Denjiro and Ashura before gaining Enma but he might be a bit stronger than all of them after acquiring Enma now:kayneshrug:
