Not quite. What we see is Luffys proactive leadership > Zoros risk minimizing leadership > Luffys free leadership
Luffy screwed up against Lucci while protecting Sentoumaru, overconfident as usual like Zoro has pointed out several times, and thus changed his approach. Not saying Zoros leadership is bad, it isn't, but Luffys proactive leadership is god tier in the series.
Zoro is his usual cautious self and this time around he is confident he can defeat Lucci if need be. It's different to Enies Lobby. He knew he would be in the way in Enies Lobby and therefore didn't help Luffy out. At the same time here in Egghead he doubts he can beat Lucci and protect the crew + Vegapunks at the same time which is a correct assessment. He can't. Zoro prefers keeping CP0 in chains and protect them because that is the least bad scenario in his view. But he misses option C, make CP0 his allies. This ability is unique to Luffy (perhaps Dragon and Shanks too).
Luffy is his usual free self, not least because he knows for sure he is stronger than Lucci. But he learned something when Lucci almost killed strong Sentoumaru that Luffy failed to protect - his free leadership won't do when dealing with a murderer like Lucci. Zoro wouldn't have allowed the same to happen. Not satisfied by the options presented Luffy found a way to make his enemys enemy his friend by making a bit of a threat but most of all appealing to Luccis pride.
