Yes but every other person is a position of power in which undeniably im in charge, there is only one who willingly annoints himself a lesser leading position? Seeing someone like a shogun appoints the governor-general and this particular shogun is being influenced by other forces, it would make sense that either kaidos orders are to work with the wano shogun and make weapons for the war, or he works under the same umbrella as Orochi and whoever influenced Orochi appointed him that and hes moreso the executive branch of a weapons cartel.

Governor-general of beast pirates
All of which can be true and he still not be the big boss without bad writing, we've seen hes an any means kinda guy and the only thing hes expressed wanting is to die just like there are many banners under the grand fleet the Beast Pirates can be as well js.

Just because luffy said is a weakass argument. big mom is also there. she’s as much of a threat as kaido is. Luffy and zoro will lead 2 different factions against kaido and big mom with zoro leading the scabbards etc against kaido. zoro taking down kaido is also the crews achievement.

fax there’s so much foreshadowing and build up for zoro to kill kaido. Oda has been planning for it to happen the minute he made zoro look like ryuma. our goats name will reach the heavens when he kills kaido.
