It's not just about Big Mom here. He also talks about his crew. The two strongest characters of the crew after Luffy are Zoro and Sanji. Sanji is already there, but Zoro, the other power of the crew, is not. That's why he talks about not being at full strength. If you pay attention, it says Zoro and others. Luffy, Zoro and Sanji always fight the strongest. If you infer Zoro>BM from here, it means you don't understand what you read.

Zoro is the only solution.
I understand one thing, Zoro has hit his ceiling in post-TS against the combined might of 2 Emperors.
Luffy hit his ceiling against Doflamingo.
One is far stronger than the other. And it isn't the one you think.
Zoro would've taken care of Cracker so Luffy and Nami can proceed.
Then Luffy would still get tired vs Big Mom army after taking many of them down.
Luffy would still fight Katakuri 'cause that's what he wants.

I would like to see Zoro fighting Smoothie and Amande. Amande probably would be a piece of cake to him, but still could result in a couple of really cool panels, and Smoothie would finally show why tf she has such a high bounty and how she can actually fight, and not be a caterer on BM's feasts.
Realistically though, probably he'd fight Katakuri as Katakuri was shown kind of the second strongest, and the forum would go wild with "is this a foreshadowing of Zoro vs Luffy" and/or "Zoro defecated Kata, he's stronger than Luffy confirmed" 😂

We don’t know anything ability wise yet when it comes to Loki yet but there’s a high possibility he surpasses anyone Luffy’s ever fought so far if he gets Domi Reversi’d
