Luffy was the one who became Yonko and even Shanks' crew mentioned the rumors surrounding Luffy...Luffy is clearly more famous
Using the bounties given by the CG, Oda showed us that old Garp is worth equal to the Admirals and is even a champion of the Marines.
Both Shiryu and aokiji played a big role in Garp's failure, and I don't think that except for Aokiji, the others will get a bounty above 3 billion.

The reason he’s an emperor and the reason he’s an emperor aren’t the same
Luffy kid and law left wano with a third of big mom and kaido’s total bounty. They didn’t leave with 9 billion each
If kid and law only got credit for big mom they’d have the same bounty as each other it being around half of big moms. They wouldn’t both get 4.3
- The reason for his bounty was because he, kid, and law got equal credit for taking down kaido + big mom
- The reason he became an emperor was because of his crew/fleet + influence + and there being an open position

Only reason people are going lower is them trying to justify zoro soloing him but not having his bounty too close to mihawks
It’s like saying if Sanji beat him he’ll only have a 1.9 billion bounty because they know he can’t have too big of a bounty yet

I look at the logic of the story, all the commanders did a feat at some point..You want me to accept that a guy who uses advcoc is going to fight a nameless vice admiral?
Zoro literally inflicted lasting wounds on stronger people
The issue of bounty is a separate thing from logic...Marco has an even better past than King and even his captain had 5 billion bounty but his bounty was lower than King.
Right now I see no reason for Zoro to be weaker than Crocodile, but Zoro has a much lower bounty than him...People who are captains, the way of receiving their bounty is very different from that of commanders..Zoro can defeat Kizaru and be stronger than people who have 3 billion bounty and still have a lower bounty.
In the last 3 arcs, Oda doesn't allow Zoro and Sanji's bounty to surpass Luffy's old bounty...Also we don't have people with 2 billion bounties right now, obviously in the next arc we will have many commanders with 2 billion bounties.
