The fact that Zoro cut Kaido multiple times and defeated King, that dude needs a bounty of 1.5 at the least. Wish they would give him 2 but he'll probably be around 2 to 3 at end of series. Killer should be over 1 easily. All rooftop people need to come out of that situation with top tier bounties.

It seems the info is coming from Apoo's perspective so what he doesnt know, the WG doesnt know either.
And there is the 1.5bil cap for non-captains to consider as well.
Without ZKK, I doubt it will pass 1.5bil but after it, it will raise again.
