Do you think Oda will have it be that Shanks was Yonkou level in Ch. 1 and was Mihawk's equal until he lost his arm? Hell, Shanks had the potential to surpass Mihawk, but he marred that in Ch. 1.
So in hindsight, Rox was just saying that he would someday destroy the Government after he had amassed more power. IE, after he had like, Elbaph, the Pirate Island, and his whole crew. Lol
