I have always said that all regular characters who have been considered strong have the same ceiling.
Roger has never been special whatsoever, people simply kept failing at reading comprehension.

I think Mihawk is there three tiers above

Rocks and Shanks are one and the same character and they are in Kaido's ballpark, for now slightly inferior to him.
Mihawk is the strongest character in the show, cannot be defeated because he literally represents an impossible dream.
