Saw other people post that they thought Shanks was going to have a lower bounty than Blackbeard’s bounty based on the thinking that Shanks doesn’t cause that many problems, which is why they were surprised when they saw episode 958 and found out Shanks has a higher bounty than Blackbeard’s. Made me wonder exactly how many bigger problems Shanks has caused for the government guys.
Shanks has been an active Yonko longer than BB... A former Roger Pirates member... Likely has more influence from his protectorates and territories then BB did... Can directly go to Gorosei at will... Those, aside from other problems we have yet to know (many people thinks that he's all goodie, but it's too early to conclude)...

Think this four will be the ones with bounty over 1b after Wano. Pehaps Sanji get like 1.030b if he do something big and Killer can get to something around 500m, but not over 1b, the have 1b subordinates you have to be at least over 2b i think, and i dont think Kid will go over it.
I think too that Teach will have a bigger bounty when we get to the end of Wano for what he is after, that i think is an Ancient Weapon hide in Alabasta and he know that Cobra and Vivi incident in Marijoa is just the governament story to cover Gorosei orders regarding Alabasta.
