I hear many people say that Sanji is always the one that starts their fights and Zoro just responds. But the truth is that they equally love to rile the other one up, and then when the other reacts.....they fight.

This arc alone:

- They met.....both Insult each other
- Sanji asks Momo about Hiyori......Zoro calls him an idiot
- Zoro says he doesn't need armour.....Sanji says he needs it because his bounty is lower

Both know how to get on the other ones nerves. And Im pretty sure Oda shows it that when it comes to their gag rivalry/rivaly…..Theyre both passionate in beating the other.

In normal feats/potrayal overall strength...Sanji is stronger.

Before the timeskip, the power level difference was pretty small and they were around the same league. But since the timeskip, I feel like Oda is trying to separate Luffy and Zoro from the rest of the crew as pure fighters and having no other role like cooking or being the helmsman. This begun when the two got top-tiers training them in the timeskip whereas Sanji got none. The 2 being on the roof is a pretty big indication of this. Sanji is still the 3rd strongest of the crew and always will be. It's just the gap between Luffy and Zoro is now smaller than the gap between Zoro and Sanji. The rivalry is a gag though, no matter how close in strength they are.

They have never done anything outside of jokes and gags to indicate they actually care about any of this

Depends on the definition of trolling. Buggy was messing with him in Marineford arc, but I would not define it trolling overall yes. Rather mockery.
