It's an attack just like growing your arm tens times bigger = Gear 3.

Gear 3 is an attack technique. It doesn't make Luffy's defense or his speed stronger. It just makes his attack stronger.

Gear 4 is a mode. It increases almost everything about Luffy, attack, defense, speed etc.
