Problem seem to be even with the new Haki it not really causeing any real damage .

It doesn't make any sense.
Oda is only doing that because otherwise Luffy will outshine all the SN there so he has to come up with some stalling situation to prevent Luffy from continuing to fight head on. He chose to still give Luffy the same drawback he had more than 200 chapters ago.

It's ridiculous, he can't have such a handicap until EOS. What kind of top tier will go down in less than 10 minutes? Will he always have to run away mid fight? This is bad, real bad.
