I don't know where Oda is going with this whole " people say Kaido is the strongest"
he didn't just mentioned it once and moved on, he keep repeating it like a broken record, it's like he want the reader to question the rumor instead of believing it, in that case what's even the point of this whole stupid rumor to begin with

Kaido's crew is top heavy and is weaker without the Samurai of Wano, also takes him 20 years to just start declaring a war.
Sure the BMP are strong as well, there is a reason why Roger didn't want to face them head on.
The whole of Marines are simply too strong for one Yonko crew alone.
However my point is that nobody challenged WB and his crew because of the aftermath it will cause, same reason why Primebeard couldn't avenge Oden against Kaido. Hence, even when WB got old and sick, he still retained the title of the WSM, even if he was already beyond his prime.
