With the whole swordsman debate its depends on what mihawk has. If mihawk has devil fruit it doesn't matter others have it too if he does not that may be of advantageous to competitors. Mihwak definitely is strongest in certain stats of fighting like coa and maybe coo.

Well the fact he is a swordsman then suggests that Mihawk automatically stands above by the structure of the title.

I don't believe in WSS being style based, never heard of a fiction on which the strongest swordsman isn't meant to imply the strongest individual being a swordsman too.

Regardless, Mihawk was introduced as WSS during the Current era and Zoro himself wanted to pursue the goal to surpass the strongest swordsman currently living so he is WSS, even the databooks suggest it.
