And Shiki has/had lower portrayal than Kaido, who Kaido himself admitted Oden could beat / defeat. So it's not that unrealistic

But the rest yeah.

Oden > Garp/Sengoku can be true

Oda has made Rocks pirates above any Marine and pirate except Roger.
Shanks and Oden can be above Marine legendary duo
