To be fair, he's not going into this fight on his own, and we're seeing the benefits of it. The others, especially Zoro, are watching Luffy's back and keeping the Emperor's at bay while he recharges. Perhaps the next round of G4, Luffy starts busting out more powerful techniques, or potentially a new gear, if he has one.
