at the moment where Nami said this they possibly were.
being the 3 strongest does not, by any means, put them together.
why stop at 3? why not monster quintet?

this does not put anyone into relation with each other.
when Zoro and Luffy are a 100. Sanji is a 70. the rest are all below 50. then Sanji would still ne part of "the strongest 3".

Luffys and Zoros ambitions were always special. they were always appart from the rest of the crew.

We had a glimps of that in Punk Hazard and Zou and then it fades away like it never happened since both times his words fell on deaf ears and he did nothing about it

Why will Oda put 3 people from just a single pirate crew in the SNs? That would portray Luffy as a God among the Worstgens with literally 0 fucking competition. It's obvious that he chose to put the stronger 2.
