He never changed his mind. Your deluded in thinking Zoro and Sanji is near equal. Oda has always potrayed Zoro with Luffy. Sanji doesn't get the same potrayal. Sanji has never beaten an arc boss, while Oda feels comfortable with making Zoro do so. Sanji will never be potrayed has the fighter Zoro is.

The rivalery would have been way more interesting if both Zoro and Sanji had equal or close to equal bad/good moments in the manga.

At this point Zoro always gets a good showing while Sanji rarely gets anything note worthy, not to mention he has more gag moments than post time skip Zoro.
