Yes , that's what is said in the manga. You already gave the proof yourself. Luffy wanted Zoro because he had heard about his strength.
Luffy didnt care about what people said about Zoro but saw for hinself that he's not an evil person, so he insisted on him joining the crew.(aka forced him)
