Enel's Doesn't affect rubber

Law can only be countered by haki stronger than law or Buggy ( I think )

Kizaru's should be the strongest technically‚ but what was shown is less impressive than Enel's even though light is faster than lightning

Sugar's is ....I don't know what counter there is unless someone has pre knowledge of it or if maybe it doesn't work against strong hakis ( never shown but just assuming )

Foxy's is stupidly overpowered‚ If in the hands of a strong character. Maybe only counter is to dodge photon ray

Blackbeard's is like a black hole and nullifies other devil fruit's powers. Can't think of a good counter.

Marco's has almost unlimited regeneration so maybe Marco needs to be ohko'd before he can regenerate

For Doflamingo even if he doesn't do the birdcage‚ I don't think there is any counter to his control strings other than being physically stronger to break it‚ but again Jozu was definitely physically stronger than him so not sure how it works

Perona's only counter apart from being a coward maybeis haki. Though not sure

If Haki wasn't a thing, I would say Kizaru's or Enel's fruit would be the most broken shit.
With Haki being a thing, Law's fruit takes the spot. No dispute whatsoever. It's just so freaking broken.

Not really. The most hax ability is the soul absorbing that insta kills and that only works if someone is scared of big mom so basically just works on fodders

It all depends on the limits of the fruit vs. people stronger than you and if there is a defense mechanism against your power.
Aside from Law's cutting which isn't that broken by itself (you could use air slashes to do the same thing but with lethality), his soul swapping and mes are completely ridiculous, and the fruit allows you to become a fully fledged combatant with great mobility and options.

In terms of pure wide scale hax, Sugar's one touch instant obey+ instant forgotten by everyone on the planet is ridiculous, but you either have to be extremely cagey/shadey about your powers to tag enemies, if you were some cp0 agent with a fruit like this where you could properly cover your weaknesses then you could take out almost anyone.

Well buggy's ability completely nullifies one style of fighting with no option of haki closing the gap.
Stopping your opponent being able to breathe is incredibly hax and even knocked out the far stronger Luffy, you could catch a yonko offguard with this power.

And for Ceasaar's stop breathing thing. It is strong but if someone has good observation haki or just quick reaction speed‚ it can be countered easily

If you are talking about a sword user like Shanks, yeah no problem he doesn't lose too much strength. Mihawk on the other side loses a lot of his strength if you restrict him to mutoryu.
Luffy had both good observation haki and great reaction speed, he still got jobbed by the unknown ability.

Yes but Luffy only noticed it after he was affected by it already. Pretty sure if Mihawk uses his back of the sword he will have no issue with buggy's df. He is still using a sword or just use his sword like law does while it is sharp blade is being hidden in its pocket. That is not taking a haki infused blade into account

Doflamingo hasn't turned fire or lightning into strings.
His strings don't have sentience.
It takes barely any time for BM to create mass homies as we've seen.
