I doubt he can, it was limited to buildings. In any case that is awakening hax rather than string fruit specific hax.
BM might have some hax awakening too, as of now she was doing better against 4 SNs than I think Doflamingo could do.

Cause big mom is stronger than Doflamingo...don't remember using her devil fruit to overpower them...she is just strong.

So we are equal. We don't know if Doflamingo can change anything to strings and we don't know big mom's Awakening so no need to discuss hypothetical unknowns

If not for haki he would be unstoppable. Just thinking even if he created a room can he react to people as fast as Kizaru and Enel striking him before he makes any move

The thing is am not taking the skill of law and the skill of his opponent into consideration i am solely judging how much power it gives it owner. by judging how much power it increases for the average person compared to other devil fruits. Obviously if law was as strong as lets say akainu or one of the top tiers he might unlock even more dimensions to his devil fruit, But just the base powerup it gives him is just insane.

The ability to have Yonko level tanking ability without even getting there himself. Unlimited lives, Predicting the future or at least the odds of potential futures, Tarot cards in general could really be cheating no lie.

If Tama could control all Zoans with her Df she could really be dominant

The only problem is that he has to touch the elements or objects first. But if with the awakening it wasn’t necessary to touch them, it would be the most OP devil fruit of all.

Between the ones in the poll, I'd say it's a toss between Enel, Law and Kizaru. Depends on the user.
For example I like how Doffy uses his, a weaker character may have used differently and in a cheaper and simpler way.
