That tidbit about the Bao Huang surveillance team being cyborgs mean they are made by Queen. I'm still holding onto the idea that it's Sanji V Queen. And I think Sanji's role might have something to do with eliminating the reconnaissance to help out the alliance, thus angering Queen. The idea of Sanji V Jack kind of leaves a bad taste in my mouth, so I'm just going to pretend my headcanon is real.
