I mean, I’ve always viewed the power scale as something like:
Yonko >> Admiral >> Commander.

So Marco being much weaker than BM but also capable of fighting with two calamities makes sense.

Just for reference, on a scale where Big Mom and Kaido are 100s, I literally think King and Katakuri are 30s.
