But if that's the case why should Luffy be capable to Janitor? The point is to hit scum right? But they are all flipping that way? Unless Blother wasn't scum.

Why do you think Light is Indie? You don't think the mafia are the marines? Maybe Light didn't perform the faction kill since he can't perform actions till day 4 and if he performed the faction Kill he would super kill, right? That's from the abilities you posted.
