To be honest I agree a lot.

The "AI" of the opposing characters doesn't look too good. Some just look plain stupid.. too little reactive. You can see how poorly reactive even Big Mom has proven over the arc. At the end of the day I feel Oda is probably smart enough to figure himself or by his staff nevertheless but maybe it's conceived this way.

There is no way Oda wants to end one piece by 2025. Why then is he wasting panels on useless things right in the middle of an arc climax? Marineford had the buggy and Hancock gag scenes but it was refreshing to see because of how tense the arc was. In Onigashima there's more gag and useless panels than important ones. Wano will end in 2025 at this rate.

I remember Chopper Monster Point have been used like that. Remember FI when he did his dance in Monster Point Form? Not first time for Oda.

Whether gag or not, it's not to take seriously in scaling regardless especially we all know it's Macro doing work on holding him down and let Queen be hit, not Chopper overpowering him.

Don't be petty now. Luffy and Sanji are above Chopper by miles especially they weren't trying even in those fights and still did a lot of damage. You don't need to show blood to know enemy got hurt.
